Researchers are comparing schools that have adopted CBE to similar schools that haven’t, but the schools differ not just in CBE adoption, but in the countless other ways. Researching whole school models is challenging work. Comparisons give clues about how well whole school models are working, but they can’t be conclusive. In brief, researchers are still investigating whether competency-based education provides good educational outcomes for students. We have chosen some recent reports (full citations included in the Readings & More for this unit) to share with you. You can also hear more from Justin in the video below this text. The overview pages we have linked to are helpful; read the full studies only if you are interested (not required).

Take a look at the Executive Summary of Looking Under the Hood of Competency-Based Education: The Relationship Between Competency-Based Education Practices and Students’ Learning Skills, a 2016 report from American Institutes of Research and the Nellie Mae Education Foundation. The study included ten schools that had explicitly adopted CBE and eight schools that had not. The findings suggest that the "distinction between competency-based and more traditional models is not as sharp as expected, and that practices may fall along a continuum, even across classrooms within a school" (Haynes, et al., 2016).

We recommend checking out the 2014 evaluation from RAND Corporation (a non-profit research institution) Competency-Based Education in Three Pilot Programs: Examining Implementation and Outcomes. One notable finding is that the pilot schools emphasized different aspects of CBE.

CBE overlaps with personalized learning, notably around the focus on student voice and options regarding pacing. Findings from this 2017 report from RAND, Informing Progress: Insights on Personalized Learning Implementation and Effects, suggest that the schools included in the study that did the most implementation of personalized learning saw more positive correlations with student achievement.
