<p>This section describes the key building blocks for creating and deploying a successful health information system. It includes a mix of policy and technical issues reflecting the socio-technical nature of the field. Section 2.1 “What are informatics, eHealth and mHealth?” provides a brief overview of the background and history of health information systems, eHealth and mHealth.</p>
<p>Section 2.2 “National eHealth Strategy and Enterprise Architecture Settings” introduces key concepts in developing strategy and policies for health informatics. This includes aligning plans with government policy and preparing for successful scale up and longer term use of health information systems.</p>
<p>Section 2.3 “Databases & Registries” introduces technical components that are key for almost any health information system. Registries are in some sense the precursor of modern health information systems.</p>
<p>Section 2.4 “Electronic Health Records” builds on the previous chapter, broadening it to cover key functions of Electronic Health Records in a wide range of settings. Many of these core functions and components are described in detail in other chapters.</p>
<p>Section 2.5 “Health Information Standards and Interoperability” emphasizes the importance of openness and interoperability, so that we can work towards health information systems that are scalable, interoperable and simple to maintain.</p>
<p>With the globalization of software and the internet, data breaches are seen increasingly frequently, so in Section 2.6, we address “Networks and Security”. This is another key issue that all health information systems must solve, especially if they collect and use personally identifiable data.</p>
<p>Section 2.7 “Clinical Decision Support and Health Data” touches on elements of decision making in clinical practice and highlights the ways in which health information systems are increasingly providing decision support.</p>
<p>Section 2.8 “Mobile Electronic Surveys and Data Collection” shows how mobile systems are helping to transform the type of data available to us, highlighting some specific use cases.</p>
<p>And finally, Section 2.9 discusses innovation of “Medical devices” for lower and middle income countries, emphasizing the importance of focusing efforts where the need is greatest.</p>
