“The fresh green leaves and blossoming azaleas were strikingly beautiful. The addition of a few human figures was oddly effective.” (Koizumi’s annotation, 1940)

Hibiya Park, Japan’s first Western-style park, was opened in June 1903. The music hall built after the earthquake typically featured Western band music, often played by a brass band from the army. After World War Two, the benches in this area were a meeting place for lovers. At the time of the print, however, police would intercept a couple just for walking together. That’s why men and women were drawn separately.

The newly expanded parks served multiple purposes, both for leisure and safety, in the new city plan:

So were expansive parks and stadiums—the land often bestowed from estates of great wealth. Such public places amounted to recognition of the need for generous spacing in a cramped city, as well as a practical need for firebreaks. Quite possibly, they also reflected official concern with forestalling civil unrest. At least one rationale for the creation of the parks was to achieve more egalitarian dispensation of grand urban spaces. (Ulak, ”Celebrating Rebirth“ Tokyo Modern—I)

”Night View of Ginza in the Spring (#12),“ March 1931

“An evening during the era of dazzling illumination.” (Koizumi‘s annotation, 1940)

Electric advertising signs and the headlights of streetcars and automobiles pierce the darkness, proclaiming the city's progress. With the completion of the Shimbashi railroad terminal in 1872, Ginza served as the gateway to Tokyo from the south and west. Over the next 50 years it was transformed into a fashionable commercial area with wide streets, gaslights, sidewalks, and a tramway. The 1923 earthquake completely leveled the area's shops, department stores, restaurants, and cafés. By 1930, the Ginza district was entirely rebuilt, doubling its pre–1923 size.

Like Kiyochika, Koizumi was fascinated by night views of the illuminated city, which made it ”almost indistinguishable from any other great world metropolis“:

Over and over, Koizumi dwells with affection on the city at night, including the Ginza glittering with neon lights. This is Koizumi’s celebratory trajectory: a city almost indistinguishable from any other great world metropolis. In many of the prints, hints at locality come only in the form of the occasional kimono-clad figure, or a sign in Japanese. (Ulak, ”Celebrating Rebirth“ Tokyo Modern—I)

Tadashi Iizawa‘s annotation on the print explains a bit about the red and yellow lines:

Yellow and red lines are the banner of the street stalls. Although, these street stalls was vacated by the order of the Occupation Force after the war. These stores such as second-hand bookstores where you could encounter real find was fun. There were Streetcars and less traffic than present days when cars flows like flood. At this time, willow trees were planted on sidewalks; the song called “Ginza no Yanagi (Willows at Ginza)” was popular. (Tadashi Iizawa, commentary on print #12)

”Vegetable Market at Kanda (#16),“ September, 1931

“Vegetables for all of Tokyo were distributed from this place.” (Koizumi’s annotation, 1940)

Damage from the earthquake required the reconstruction of Tokyo's wholesale food markets, including the Central Wholesale Market at Tsukiji (completed in 1931) and branch markets in Kanda and Kōtō (completed in 1930). Vegetable sales were transacted under tented stalls along the Kanda River to facilitate the shipping of goods. In Koizumi's view, the massive reinforced concrete-and-glass warehouse—built to withstand future earthquakes and fires—dwarfs the workers and their old-fashioned, manually operated bicycles and carts.

In the wide mix of subjects Koizumi chose for his 100 views, this urban scene captures a broad swatch of working life in modern Tokyo, more similar to the rural scenes. As always, with source materials, it is important to ask what isn't shown, and to examine the purpose and bias of the source set.

The only hint of agriculture—and the fact that the great majority of Japan’s population was engaged in this—was Koizumi’s rendering of the new central vegetable market in Kanda, and a nostalgic depiction of a post-earthquake suburb where daikon, the succulent big white radish, was still grown. (Ulak, ”Modernity‘s Undercurrents“ Tokyo Modern—I)

Ulak goes on to discuss the selective nature of the series, and the ”discrepancies between the urban and rural sectors in modernization and living standards“:

This was only natural in print sets devoted to urban renewal. At the same time, it reflected only one highly select corner of modernizing Japan. There was no intimation of great discrepancies between the urban and rural sectors in modernization and living standards; no real sense of the ever-growing male and female working-class population that lived in the city in less attractive “modern” conditions; no hint of social upheaval in the form of the burgeoning labor and women’s movements. (Ulak, "Modernity's Undercurrents" Tokyo Modern—I)

”Yamashita Entrance to Ueno Park (#17),“ September, 1931

“In the era of the shoguns, the ‘Black Gate’ stood at this site. The remaining pines do not comment on this.” (Koizumi’s annotation, 1940)

Ueno, Tokyo's great public park, incorporated religious, civic, and cultural sites. In September 1923, Yamashita became the location of an enormous refugee camp for displaced citizens of Tokyo. The stylish young woman shown walking alone at night under an electric streetlight might be Koizumi‘s way of inviting comparison between the peaceful and safe aspects of the new Tokyo and the turmoil wrought by the earthquake.

Just as Koizumi's annotation refers to the past, Dr. Ulak writes about how these locations can be imprinted with events through time. Here, he discusses the cosmology of the city:

Many of the sites Koizumi celebrated represented perseverance and continuity—the survival of old structures or relics or, if nothing remained, just the memory of what may once have existed. The “place” itself still remained integral to the spiritual identity of the city. (Ulak, “Modernity’s Undercurrents” Tokyo Modern—I)

Koizumi’s Ueno Park print shows a woman walking in a contemporary scene:

To all appearances, this is a thoroughly cosmopolitan scene: a modern woman in Western dress walking alone at night in the electrified city. There is even a touch of red neon in the night sky. (Ulak, “Modernity’s Undercurrents” Tokyo Modern—I)

In the Ueno Park location, however, the past haunts the present, and Ulak points out that cosmological energies were part of the planned topography of the city.

To most Japanese, however, “Ueno Park” also was resonant with intimations of the past. In the early 1600s, the first Tokugawa shogun had selected this area as an auspicious site for a temple that would guard his castle and city from evil forces. (In traditional geomancy, evil was thought to come from the northeast.) In 1868, Ueno was the site of a bloody last-ditch battle ending the civil conflict in which the shogunate was overthrown. And in 1923, the site became a temporary shelter for many city residents displaced by the earthquake. Koizumi’s cryptic caption for this print nicely captures his highly impressionist sense of the past in the present. “In the era of the shoguns, the ‘Black Gate’ stood at this site,” this reads. “The remaining pines do not comment on this.” (Ulak, “Modernity’s Undercurrents” Tokyo Modern—I)

Japan’s presence on the world stage did not stop at politics. The Japanese took immense pride in their emerging athletic prowess and increased ability to compete successfully with Western countries. The sports complex at Meiji Shrine, known as the “sports center of the Orient,” included this stadium constructed in 1920 and a baseball stadium constructed in 1926 and enlarged in 1931 to accommodate up to 57,000 spectators. The grounds of the Meiji Outer Garden also contained the largest competition swimming pool in Japan, completed in 1931, with a 13,000-spectator capacity. Only two Japanese athletes attended the 1912 Olympic Games in Stockholm. By 1928, Japanese athletes had won two competitions. At the 1932 Olympic Games in Los Angeles, Japan won seven competitions, and radio station JOAK aired live broadcasts of the action from Los Angeles.
“This is the place where they forecast the weather, sometimes correctly and sometimes not.” (Koizumi’s annotation, 1940)

Koizumi’s caption was a wry reminder of the 1923 earthquake.

Dr. Ulak‘s text explains that the print was made ten years after the earthquake hit:

Certain of Koizumi’s images celebrated earlier markers of modernization, such as the Central Meteorological Observatory that withstood the earthquake. In this case his print, issued ten years after the catastrophe, was a homage to survival and resilience as well as renewal. (Ulak, “Celebrating Rebirth” Tokyo Modern—I)

Additional commentary from writer and critic, Iizawa Tadashi, notes that the scene was unrecognizable at the time he was writing (we don't have the exact date of his annotations, but he was active in anime/manga in the 1950s):

This place completely had changed and nothing reminds of this print. It was impressive to see the clock on the building, which stopped at the time when the great earthquake happened. At this time, a view of bare steel tower like this height was not considered as ugly but fresh modern view. The building in front was built with new construction material called “beimatsu” (American pine tree) imported from America after the earthquake. These materials were used in public construction at this time. Skirts of the schoolgirls are short. (”Tokyo Modern—I,“ MIT Visualizing Cultures)
